Two Individuals Charged with Alleged Cheating Offences Linked to Maintenance Works
On 16 April 2026, two individuals were charged in Court for alleged cheating offences. They are:
a) Ching Wai Leng (“Ching”) (曾维廉, 81-year-old male Singaporean), the Head of Maintenance Section in Kwong Wai Siew Peck San Theng (“KWSPST”) and Director of Asiabuild Enterprises Pte Ltd (“Asiabuild”) at the material time of the offences; and
b) Alagappan Muthu (“Muthu”) (53-year-old male Indian National), a Director under the employ of KKV Construction Pte Ltd (“KKV”) at the material time of the offences.
2. Between April and December 2023, on multiple occasions, Ching and Muthu allegedly conspired to cheat the President of KWSPST into approving payments to KKV totalling about S$1,661,785 related to various kinds of maintenance works. The pair allegedly concealed the fact that they had an agreement to subcontract the jobs from KKV to Asiabuild, a private company owned by Ching that provided general construction and waterproofing services. For their alleged actions, Ching and Muthu face nine charges each under Section 420 read with Section 109 of the Penal Code.
3. Any person convicted of a cheating offence under Section 420 of the Penal Code can be sentenced to imprisonment of up to 10 years and liable to a fine.

5. Where possible, the report should include the following information:
a) Where, when and how did the alleged corrupt act happen?
b) Who was involved and what were their roles?
c) What was the bribe given and the favour shown?
6. Under the law, the identity of the person making the report will be kept confidential, except when the court finds that the person has made a false statement in his corruption complaint. Complainants may also choose not to reveal their personal details when lodging a corruption complaint.
