Two Company Directors and Former Solutions Architect Charged with Cheating Offence
On 10 April 2026, three individuals were charged in Court with cheating offences:
a) Lim Chee How, Nicholas (“Lim”) (林志豪, 45-year-old male Singaporean), a Solutions Architect of ATOS Information Technology (Singapore) Pte Ltd (“ATOS”) at the material time of the alleged offence;
b) Chew Lian Wah (“Chew”) (邹联华, 51-year-old male Singaporean), a Director of SwiftX Solutions Pte Ltd (“SwiftX”) at the material time of the alleged offence; and
c) Foo Jong Wan (“Foo”) (符永焕, 44-year-old male Singaporean), a Director of SwiftX at the material time of the alleged offence.
2. The charges allege that, in or around 2015, Lim engaged in a conspiracy with Chew and Foo to cheat ATOS by dishonestly concealing the fact that Lim had an interest in SwiftX being awarded the subcontract of a main contract ATOS had with the Government. In pursuance of the conspiracy, Lim recommended SwiftX to ATOS to be awarded the subcontract, thereby dishonestly inducing ATOS to award the subcontract and pay $535,000 to SwiftX.
3. For the above, Lim, Chew and Foo each face a charge under Section 420 read with Section 109 of the Penal Code. In addition, Lim was charged on 9 March 2026 with offences under the Prevention of Corruption Act for allegedly corruptly receiving bribes in relation to the same main contract ATOS had with the Government.
4. A person convicted of an offence under Section 420 of the Penal Code shall be sentenced to imprisonment for a term of up to 10 years’ imprisonment, and also be liable to fine.
