NEA Staff Charged with Graft


         The accused, Oh Hian Kee (Oh), was a Senior Technical Officer in the National Environment Agency attached to the Tuas South Incineration Plant (TSIP) at the time of the alleged offence.

2       Investigation revealed that in 2004, Tan Boon Gee (Tan) of M/s Mincon Engineering (Mincon) approached and asked Oh to help him secure contracts on TSIP projects, by recommending Mincon for the projects. In return, Tan promised to pay bribes to Oh for the TSIP projects Oh helped him secure successfully. Oh agreed to his proposal. Thereafter, between May 2006 and August 2009, Oh accepted a total of S$128,980/- from Tan on 15 occasions. Tan managed to secure 15 TSIP projects for the maintenance, replacement and testing of cranes and lifting equipment at TSIP with recommendations and assistance from Oh.

3       As the alleged offences concern government contracts, the accused was charged in court on 8th September 2010 for 15 counts under Section 6(a) of the Prevention of Corruption Act, Cap 241 read with Section 7 of the Prevention of Corruption Act, Cap 241, for corruptly accepting gratifications from Tan. If convicted, the accused would be liable on conviction to a fine not exceeding $100,000 or to imprisonment for a term not exceeding 7 years, or to both.
