Managing Director of Landscaping Company Charged with Graft


          The accused Tan Kok Keong is the Managing Director of Kok Keong Landscape Pte Ltd (KKL), a company doing landscaping works. KKL was the landscape subcontractor of the Orchard Road Mall Enhancement Works (ORMEW) project initiated by the Singapore Tourism Board (STB).

2         Investigation revealed that the accused had given a total sum of $4,0001- over three occasions between November 2008 and March 2009 to one Victorine Noella Wijeysingha, the landscape resident technical officer (RTO) acting for the STB in the ORMEW project, as an inducement for the latter to be lenient in her supervision of the work performed by KKL at the ORMEW project and avoiding any delay in the completion of the company's work.

3         It was further revealed that the said Victorine Noella Wijeysingha had in February 2009 offered to recommend KKL to Mis SCDA Architect Pte Ltd as the landscape contractor in a separate project, namely the Nassim Park condominium project located at No. 15 -21, Nassim Road, and had repeatedly asked the accused for money in return. The accused finally counter-offered Vicki a sum of $30,0001- for this favour but the deal did not materialize.

4         The accused appeared in court on 10 June 2010 for 3 counts of cormptly giving gratification under Section 6(b) of the Prevention of Corruption Act, Chapter 24 1 and 1 count of corruptly offering a gratification under Section 5(b)(i) of the Prevention of Cormption Act, Chapter 241.
