Ex-Senior Foreman of Construction Firm on Bribery Charge


          The accused, Heng Yan Kang was a Senior Foreman of M/s Takenaka Corporation (Takenaka) at the time of the offence and assigned to the Changi Airport Terminal 1 Upgrading Project to oversee road diversion and construction works.

2         Investigations revealed that in May or June 2008, one Mohamad Najib Bin Solihin, a Technical Officer employed by the Civil Aviation Authority of Singapore (CAAS) and overseeing the Changi Airport Terminal 1 Upgrading Project told the accused that he wanted a watch as a birthday present. The accused then approached one Pour Beng Quey, a Director of Hsuen Chow Pte Ltd (“Hsuen Chow”), which was one of the sub-contractors performing upgrading works for the Changi Airport Terminal 1 Upgrading Project, to purchase a watch for Najib. Pour Beng Quey agreed and purchased a Tag Heuer watch costing $3,700/-. Sometime in July 2008, the accused met Najib and Pour at the canteen of Changi Airport Terminal 1, where the watch was passed to Najib. After receiving the watch, Najib agreed to refrain from finding fault with the works undertaken by that Hsuen Chow and not to delay the approval process for Hsuen Chow’s application for “permit-to-work”, which is a requisite before any sub-contractor can start work.

3         Mohamad Najib Bin Solihin was convicted for corruptly accepting and attempting to obtain gratifications from several contractors involved in the Changi Airport Terminal 1 upgrading project, including corruptly accepting gratification from Pour Beng Quey through the accused. He was sentenced to a total of 6 months’ imprisonment on 26 July 2010 and ordered by the Courts to pay a penalty of the total amount of bribes he received.

4         The accused appeared in court on 1st September 2010 for abetting the said Najib to corruptly obtain gratification from Pour Beng Quey.
