HDB Senior Estate Manager and Construction Company Director Charged For Alleged Conspiracy
On 28 September 2023, the following two individuals were charged in Court for allegedly committing offences under the Prevention of Corruption Act:
a) Tan Siam Chua (“Tan”) (陳森泉, 60-year-old male Singaporean), a Senior Estate Manager of the Housing & Development Board (“HDB”) at the material time; and
b) Liong Ah Chye (“Liong”) (梁亞财, 61-year-old male Singaporean), Director of Liong Construction Pte Ltd (“Liong Construction”) at the material time.
2. On 16 September 2021, Liong was alleged to have knowingly given, through his employee, a false quotation from Liong Construction to a HDB Senior Estate Manager, which he knew was intended to mislead the HDB. Tan had allegedly instigated Liong to do so.
3. For their alleged actions, Tan faces one charge for an offence punishable under Section 6(c) read with Section 29(a) of the Prevention of Corruption Act, while Liong faces one charge for an offence punishable under Section 6(c) of the Prevention of Corruption Act.
4. Singapore adopts a strict zero-tolerance approach towards corruption. Any person who is convicted of a corruption offence under Section 6 of the Prevention of Corruption Act can be fined up to S$100,000 or sentenced to imprisonment of up to five years or to both.

Corrupt Practices Investigation Bureau
