Four Individuals Charged with Alleged Corruption Offences in Relation to Business Interests
On 17 September 2025, four individuals were charged in Court with alleged offences under the Prevention of Corruption Act:
a) Huang Zhengquan (“Huang”) (黄政铨, 38-year-old male Singaporean), a Project Manager at SK Jewellery Pte Ltd (“SK Jewellery”) and a Leasing and Project Manager at Wine Trade Asia Pte Ltd (“Wine Trade”) at the material time of the offences;
b) Ho Yau Wei, Julian (“Ho”) (何耀维, 39-year-old male Singaporean), Director of Fulcrum Designs Pte Ltd (“Fulcrum Designs”) at the material time of the offences;
c) Chan Weizhang Rayner (“Chan”) (曾尉彰, 43-year-old male Singaporean), an employee at Alliance R.C Pte Ltd (“Alliance R.C”) at the material time of the offences; and
d) Neo Wee Meng Adam Michael (“Neo”) (饶伟铭, 47-year-old male Singaporean), a Project Manager at 6IXTY 8IGHT (Singapore) Pte Ltd (“6IXTY 8IGHT”) at the material time of the offences.
Alleged corruption offences involving Huang Zhengquan (“Huang”) and Ho Yau Wei, Julian (“Ho”) in relation to furthering the business interests of Fulcrum Designs with SK Jewellery
2. Sometime between 30 September and 22 December 2020, over four occasions, Huang allegedly obtained bribes totalling S$40,000 from Ho as a reward to further the business interests of Fulcrum Designs with SK Jewellery.
3. In addition, sometime between 9 April and 29 June 2021, over three occasions, Huang allegedly solicited bribes totalling S$21,500 from Ho as a reward for furthering the business interests of Fulcrum Designs with SK Jewellery.
4. For his alleged actions, Huang faces one charge each under Section 6(a) and Section 5(a) of the Prevention of Corruption Act respectively, both of which are amalgamated pursuant to Section 124(4) of the Criminal Procedure Code. For his alleged actions, Ho faces one charge each under Section 6(b) and Section 5(b) of the Prevention of Corruption Act respectively, both of which are amalgamated pursuant to Section 124(4) of the Criminal Procedure Code.
Alleged corruption offences involving Huang Zhengquan (“Huang”) and Ho Yau Wei, Julian (“Ho”) in relation to furthering the business interests of Fulcrum Designs with Wine Trade
5. Sometime between 4 June 2021 and 10 February 2023, over 17 occasions, Huang allegedly obtained bribes totalling S$158,500 from Ho as a reward to further the business interests of Fulcrum Designs with Wine Trade.
6. For his alleged actions, Huang faces two charges under Section 6(a) of the Prevention of Corruption Act, both of which are amalgamated pursuant to Section 124(4) of the Criminal Procedure Code. For his alleged actions, Ho faces two charges under Section 6(b) of the Prevention of Corruption Act, both of which are amalgamated pursuant to Section 124(4) of the Criminal Procedure Code.
Alleged Corruption Offences involving Huang Zhengquan (“Huang”) and Chan Weizhang Rayner (“Chan”) in relation to furthering the business interests of Alliance R.C with Wine Trade
7. On or about 8 July 2022, Huang allegedly obtained bribes totalling about S$9,100 from Alliance R.C as a reward to further the business interests of Alliance R.C with Wine Trade. Chan allegedly engaged in a conspiracy with two other individuals to give the bribe to Huang.
8. For their alleged actions, Huang faces one charge under Section 6(a) of the Prevention of Corruption Act and Chan faces one charge under Section 6(b) read with Section 29(a) of the Prevention of Corruption Act.
Alleged corruption offences involving Huang Zhengquan (“Huang”), Ho Yau Wei, Julian (“Ho”) and Neo Wee Meng Adam Michael (“Neo”) in relation to furthering the business interests of Fulcrum Designs with 6IXTY 8IGHT
9. Sometime between 23 April and 30 September 2021, over three occasions, Huang allegedly gave bribes totalling S$3,650 to Neo as a reward to further the business interests of Fulcrum Designs with 6IXTY 8IGHT. Ho allegedly engaged in a conspiracy with Huang to give the bribes to Neo.
10. For his alleged actions, Huang faces one charge under Section 6(b) of the Prevention of Corruption Act which is amalgamated pursuant to Section 124(4) of the Criminal Procedure Code. For his alleged actions, Ho faces one charge under Section 6(b) read with Section 29(a) of the Prevention of Corruption Act which is amalgamated pursuant to Section 124(4) of the Criminal Procedure Code. For his alleged actions, Neo faces one charge under Section 6(a) of the Prevention of Corruption Act which is amalgamated pursuant to Section 124(4) of the Criminal Procedure Code.
11. Singapore adopts a strict zero-tolerance approach towards corruption. Any person who is convicted of a corruption offence under Section 5 or Section 6 of the Prevention of Corruption Act can be fined up to S$100,000 or sentenced to imprisonment of up to five years or both.
