Coming Face to Face with the Law

Individuals who resort to corruption for their own benefit will have to face the full consequences of the law.

2. On 6 February 2020, three individuals will be charged in Court with the following:

a) Abhit Sud, 38-year-old male Indian National and Director of The Aesthetics Suite Pte Ltd (“TAS”)

i) Two counts of corruptly obtaining gratification amounting to $420,000 on not less than 18 occasions from Tan Yew Teng, Director and Shareholder of Image International Design Pte Ltd (“IID”) and Po Chong Chiew, Director and Shareholder of Taishin Builders Pte Ltd (“TSB”), as rewards for awarding renovation contracts to IID and TSB respectively. These constitute offences punishable under Section 6(a) of the Prevention of Corruption Act, Chapter 241, which is an amalgamated charge pursuant to Section 124(4) of the Criminal Procedure Code, Chapter 68.

b) Tan Yew Teng (陈有廷), 59-year-old male Singaporean and Director and Shareholder of Image International Design Pte Ltd

i) One count of corruptly giving gratification amounting to $130,000 on not less than 7 occasions to Abhit Sud as a reward for awarding the renovation contracts for two Uber-Aesthetic Clinics located at Roxy Square and Royal Brothers Capital Building by TAS to IID. This constitutes an offence punishable under Section 6(b) of the Prevention of Corrupt ion Act, Chapter 241, which is an amalgamated charge pursuant to Section 124(4) of the Criminal Procedure Code, Chapter 68.

ii) Two counts of abetment by instigating a Director of HH Design Pte Ltd and HH Design & Renovation Sdn Bhd on not less than 6 occasions to make false entries in invoices issued by HH Design Pte Ltd and HH Design & Renovation Sdn Bhd to IID. These constitute offences punishable under Section 477A of the Penal Code, Chapter 224, which is an amalgamated charge pursuant to Section 124(4) of the Criminal Procedure Code, Chapter 68.

c) Po Chong Chiew (胡长州), 51-year-old male Singaporean and Director and Shareholder of Taishin Builders Pte Ltd

i) One count of corruptly giving gratification amounting to $290,000 on not less than 11 occasions to Abhit Sud as a reward for awarding the renovation contract for the Covette Clinic located at ION Orchard by TAS to TSB. This constitutes an offence punishable under Section 6(b) of the Prevention of Corruption Act, Chapter 241, which is an amalgamated charge pursuant to Section 124(4) of the Criminal Procedure Code, Chapter 68.

3. Singapore adopts a strict zero-tolerance approach towards corruption. It is a serious offence to give or accept bribes from another individual or entity in return for favours. Any person who is convicted of a corruption offence can be fined up to $100,000 or sentenced to imprisonment of up to 5 years or to both.

5. Where possible, the report should include the following information:

a) Where, when and how the alleged corrupt act happened?
b) Who was involved and what were their roles?
c) What was the bribe given and the favour shown?
