Ten individuals who are or had been employed by TAC Contracts Pte Ltd were charged on 28 February 2017 for allegedly bribing staff at various firms to win business.

Individuals who obtain business contracts by corrupt means will have to face the consequences of their actions.

2. On 28 February 2017, 10 individuals who are or had been employed by TAC Contracts Pte Ltd, a company operating in the waterproofing and general works industry, will be charged as follow:

a. James Tan Gin Meng, Singaporean, Senior Sales and Operations Executive

i. 129 counts of corruptly giving gratification amounting to $34,426, each with common intention with Ling Chun Teck Donald, to employees from various companies as an inducement for advancing the business interest of TAC Contracts Pte Ltd, an offence punishable under Section 6(b) of the Prevention of Corruption Act, Chapter 241, read with Section 34 of the Penal Code, Chapter 224;

ii. 19 counts of corruptly giving gratification amounting to $4,507, each with common intention with Ling Chun Teck Donald and Lee Zhijian, to employees from various companies as an inducement for advancing the business interest of TAC Contracts Pte Ltd, an offence punishable under Section 6(b) of the Prevention of Corruption Act, Chapter 241, read with Section 34 of the Penal Code, Chapter 224; and

iii. Two counts of corruptly giving gratification amounting to $3,885, each with common intention with Ling Chun Teck Donald and Wong Wentong, Aaron, to employees from various companies as an inducement for advancing the business interest of TAC Contracts Pte Ltd, an offence punishable under Section 6(b) of the Prevention of Corruption Act, Chapter 241, read with Section 34 of the Penal Code, Chapter 224.

b. Ng Kok Thai, Singaporean, Sales Manager

i. 46 counts of corruptly giving gratification amounting to $22,977, each with common intention with Ling Chun Teck Donald, to employees from various companies as an inducement for advancing the business interest of TAC Contracts Pte Ltd, an offence punishable under Section 6(b) of the Prevention of Corruption Act, Chapter 241, read with Section 34 of the Penal Code, Chapter 224; and

ii. 42 counts of corruptly giving gratification amounting to $36,097.50, each with common intention with Ling Chun Teck Donald and Alagappan Suriyanarayanan, to employees from various companies as an inducement for advancing the business interest of TAC Contracts Pte Ltd, an offence punishable under Section 6(b) of the Prevention of Corruption Act, Chapter 241, read with Section 34 of the Penal Code, Chapter 224.

c. Alagappan Suriyanarayanan, Indian National, Sales and Operations Executive

i. Four counts of corruptly giving gratification amounting to $742, each with common intention with Ling Chun Teck Donald, to employees from various companies as an inducement for advancing the business interest of TAC Contracts Pte Ltd, an offence punishable under Section 6(b) of the Prevention of Corruption Act, Chapter 241, read with Section 34 of the Penal Code, Chapter 224; and

ii. 42 counts of corruptly giving gratification amounting to $36,097.50, each with common intention with Ling Chun Teck Donald and Ng Kok Thai, to employees from various companies as an inducement for advancing the business interest of TAC Contracts Pte Ltd, an offence punishable under Section 6(b) of the Prevention of Corruption Act, Chapter 241, read with Section 34 of the Penal Code, Chapter 224.

d. Justin Heng Lye Chai, Singaporean, Sales Executive

i. 44 counts of corruptly giving gratification amounting to $31,076 each with common intention with Ling Chun Teck Donald, to employees from various companies as an inducement for advancing the business interest of TAC Contracts Pte Ltd, an offence punishable under Section 6(b) of the Prevention of Corruption Act, Chapter 241, read with Section 34 of the Penal Code, Chapter 224.

e. Sim Kah Wah, Singaporean, Sales and Operations Executive

i. 17 counts of corruptly giving gratification amounting to $6,790 each with common intention with Ling Chun Teck Donald, to employees from various companies as an inducement for advancing the business interest of TAC Contracts Pte Ltd, an offence punishable under Section 6(b) of the Prevention of Corruption Act, Chapter 241, read with Section 34 of the Penal Code, Chapter 224.

f. Chang Poh Lung Donald, Singaporean, Former Sales Coordinator

i. 11 counts of corruptly giving gratification amounting to $5,562.60 each with common intention with Ling Chun Teck Donald, to employees from various companies as an inducement for advancing the business interest of TAC Contracts Pte Ltd, an offence punishable under Section 6(b) of the Prevention of Corruption Act, Chapter 241, read with Section 34 of the Penal Code, Chapter 224.

g. Ler Tze Pin Thomas, Singaporean, Sales and Operations Executive

i. Six counts of corruptly giving gratification amounting to $2,453 each with common intention with Ling Chun Teck Donald, to employees from various companies as an inducement for advancing the business interest of TAC Contracts Pte Ltd, an offence punishable under Section 6(b) of the Prevention of Corruption Act, Chapter 241, read with Section 34 of the Penal Code, Chapter 224.

h. Wong Wentong Aaron, Singaporean, Sales and Operations Executive

i. Two counts of corruptly giving gratification amounting to $3,885 each with common intention with Ling Chun Teck Donald and Tan Gin Meng James, to employees from various companies as an inducement for advancing the business interest of TAC Contracts Pte Ltd, an offence punishable under Section 6(b) of the Prevention of Corruption Act, Chapter 241, read with Section 34 of the Penal Code, Chapter 22.

i. Ng Weng Boon, Singaporean, Former Sales Executive

i. Two counts of corruptly giving gratification amounting to $490 each with common intention with Ling Chun Teck Donald, to employees from various companies as an inducement for advancing the business interest of TAC Contracts Pte Ltd, an offence punishable under Section 6(b) of the Prevention of Corruption Act, Chapter 241, read with Section 34 of the Penal Code, Chapter 224.

j. Chan Hon Kai, Singaporean, Former Sales Executive

i. Two counts of corruptly giving gratification amounting to $1,750 each with common intention with Ling Chun Teck Donald, to employees from various companies as an inducement for advancing the business interest of TAC Contracts Pte Ltd, an offence punishable under Section 6(b) of the Prevention of Corruption Act, Chapter 241, read with Section 34 of the Penal Code, Chapter 224.

3. Ling Chun Teck Donald, a Singaporean company director of TAC Contracts Pte Ltd, had previously pleaded guilty and was sentenced to 30 months’ imprisonment for corruption offences late last year. Lee Zhijian, a former sales and operations executive at TAC Contracts Pte Ltd, had also pleaded guilty and was sentenced to four weeks’ imprisonment for corruption offences. Lee Zhijian was also separately sentenced for unlicensed moneylending harassment at the same trial. Both men have appealed their respective sentences, and their appeals are pending.

4. Singapore adopts a zero-tolerance approach towards corruption. The Corrupt Practices Investigation Bureau takes a serious view of any corrupt practices, and will not hesitate to take action against any party involved in such acts.
